Amends New Jersey's 2020 single-use plastic bag ban (P.L.2020, c.117) to allow grocery stores to provide single-use paper carryout bags if they meet recycled content standards.

Creates a new "sustainable paper carryout bag" category requiring bags to contain at least 40% postconsumer recycled content, or 20% for bags holding eight pounds or less.

Maintains the existing prohibition on single-use plastic carryout bags at all stores and food service businesses.

Grocery stores remain prohibited from providing paper bags that do not meet the postconsumer recycled content requirements.

Takes effect immediately upon enactment; the bill was pre-filed for introduction in New Jersey's 2026 legislative session.
