Establishes a 15-member New Jersey Higher Education Student Advisory Commission within the Department of State, composed of student representatives from State colleges (3), public research universities (5), county colleges (3), independent colleges (3), and one from a proprietary degree-granting institution

Requires the New Jersey Education Association to appoint one member from the NJEA Preservice Program, with the Secretary of Higher Education appointing all remaining members to one-year terms

Students must submit applications detailing campus leadership experience along with a recommendation letter from their institution's president to be considered for appointment

Commission must meet at least three times annually, choose a chairperson from its members, and post meeting minutes on the Office of the Secretary of Higher Education's website

Commission is responsible for advising the Secretary on system-wide student concerns and submitting annual reports to the Assembly and Senate Higher Education Committees with recommendations on legislative initiatives
