Creates a non-lapsing "Amber Alert Fund" in the New Jersey Department of Treasury to receive assessments and provide annual funding to the Attorney General for distribution to the Missing Persons Clearinghouse within the State Police.

Imposes a mandatory $400 fee on convictions for interference with custody, luring a child into a motor vehicle/structure/isolated area, exposing intimate parts to a child, and endangering the welfare of a child.

Applies the same $400 fee to convictions for murder, assault, terroristic threats, kidnapping, sexual assault, and criminal sexual contact when the victim is under 18 years old.

Directs collected funds to be used for enhancements to the Amber Alert system established under "Amber's Plan" (P.L.2002, c.129), with remaining funds after enhancements to support programs for recovering abducted children.

Establishes the Amber Alert Fund assessment as the fourteenth priority in the payment order for court-ordered fines, assessments, and restitution collections.
