Upgrades from second-degree to first-degree crimes: possessing, purchasing, or obtaining firearm parts to manufacture a firearm without a serial number; manufacturing firearms using a three-dimensional printer; manufacturing or distributing digital instructions for 3D-printed firearms; and manufacturing covert or undetectable firearms

Elevates to first-degree crime the transportation, sale, or disposal of firearms or firearm receivers without serial numbers registered with federally licensed manufacturers

Adds "possessing" to the list of prohibited acts related to obtaining firearm frames, receivers, or parts kits intended for manufacturing unserialized firearms

Convictions under these provisions cannot merge with other criminal offenses, requiring courts to impose separate sentences for each violation

Exempts firearms not required to have serial numbers under federal law from the transportation/sale prohibition
