Creates the Office of Alcohol and Drug Use Disorders Policy in the Executive Branch, allocated within the Department of the Treasury but operating independently and reporting directly to the Governor.

Requires the Office to submit an annual Comprehensive Statewide Alcohol Use Disorders and Drug Use Disorders Master Plan to the Governor and Legislature by July 1 each year, including recommendations for allocating State and federal funds.

Establishes a centralized Alcohol and Drug Use Disorders Treatment Resource Database to track patient wait times, treatment levels and duration, completion rates, relapse and recovery rates, and available treatment capacity across the state.

Mandates treatment providers receiving State, county, or local funding to report data to the database at least every 12 hours, including open treatment spots and anticipated availability within 24 hours.

Authorizes the Office to develop best practices guidelines, performance benchmarks, and incentive programs for treatment providers, and to identify and address barriers to patient access such as transportation, child care, and insurance coverage issues.
