Requires NJ Transit board to directly hire key executives including the Executive Director, Auditor General, and Director of Customer Advocate, and approve hiring of all Senior Vice President and Chief-level positions

Establishes an independent Office of Customer Advocate to provide analysis on impacts to riders, relay customer concerns to the board, conduct investigations, and hold monthly meetings with passengers

Mandates the board vice chairperson be elected from public voting members (not ex officio members) for two-year terms, and requires board agendas be provided at least 7 days before meetings with no more than 60 days between public meetings

Requires at least two public hearings before adopting the annual capital program and two additional hearings annually on strategic plans and capital priorities, with board members required to attend

Increases capital program transparency by requiring projects to be reported individually for contracts over $100,000 rather than in broad categories, and mandates submission in both document and sortable spreadsheet formats
