Establishes the Veterans State Government Fellowship program at the Eagleton Institute of Politics at Rutgers University to provide education and training in executive and legislative processes for veterans interested in law, public policy, and politics

Selects 8 veterans annually who are New Jersey residents, were not dishonorably discharged, left service within the past 10 years, and held pay grades at or below E-9 (enlisted) or O-5 (officers)

Assigns 4 fellows to the Legislature (one each to Senate Majority Office, Senate Minority Office, General Assembly Majority Office, and General Assembly Minority Office) and 4 fellows to participating State departments or agencies

Provides fellows with a stipend commensurate with other paid annual fellowships at Rutgers, with legislative fellows serving during the annual session and executive branch fellows serving for one year

Appropriates $600,000 annually from the State General Fund to Rutgers for the program, with the amount to be re-evaluated every three years
