NJ Transit must establish and operate an on-demand transit system using vehicles with at least 10-passenger capacity, allowing riders to request pick-up and drop-off locations via phone or mobile app

Service areas include transit deserts, locations within 10 miles of bus/rail/light rail stations, first-class counties (Essex County), and first-class cities (Newark)

Electric and plug-in hybrid vehicles must be used when feasible to provide the on-demand service

Discounted fares required for monthly transit pass holders, seniors, persons with disabilities, and households at or below twice the federal poverty threshold

Funding would come from the federal American Rescue Plan Act of 2021 to the extent permitted by federal law, with the bill taking effect seven months after enactment
