Establishes a five-year Nuclear Energy Apprenticeship, Training, and Employment Resources Pilot Program in the Department of Labor and Workforce Development to fund adult apprenticeship programs in nuclear energy infrastructure, utilities, and related sectors including radioactive waste management

Grants are available to businesses, labor organizations, colleges, workforce training providers, non-profits, public utilities, local governments, and trade organizations that partner with industry and offer apprenticeship programs accredited by the U.S. Department of Labor

Requires grant recipients to partner with schools and nuclear energy employers to market opportunities, strengthen local hiring preferences for minority and women-owned businesses, and hold annual nuclear energy summits connecting workers with employers

Creates a non-lapsing Nuclear Energy Fund in the Department of Treasury with an initial $1 million appropriation from the General Fund, supplemented by investment earnings and private donations

Mandates annual reports to the Governor and Legislature evaluating program effectiveness, including data on grants awarded, participant enrollment and completion rates, and employment outcomes
