Creates the "Innovation Partnership" program administered by the New Jersey Commission on Science, Innovation and Technology to support emerging technology businesses through certified or newly established nonprofit organizations.

Divides the state into four regional focus areas: northern region (financial technology/cybersecurity), central region (healthcare/life sciences/biotechnology), southern region (agriculture/aviation), and shore region (renewable energy/autonomous vehicles).

Requires nonprofit partners to provide business incubation resources, facilitate access to public and private capital, assist with federal Small Business Innovation Research Program applications, and support technology commercialization.

Establishes a non-lapsing "Innovation Fund" in the Department of Treasury to provide grants to certified partners, with grants contingent on matching private sector funds at a minimum level set by the commission.

Mandates priority consideration for minority-owned and women-owned emerging technology businesses, as well as organizations with diverse leadership and locations in municipalities qualifying for State aid.
