Implements ranked-choice voting for primary and general elections for Governor, State Senate, State General Assembly, U.S. Senate, U.S. House, and presidential elections in New Jersey.

Sets election thresholds at 50% plus one vote for single-winner races (Governor, State Senate, U.S. Senate, U.S. House) and 33% plus one vote for General Assembly races where two members are elected per district.

Requires ballots to allow voters to rank all qualified candidates including write-ins, with a minimum of six ranking options if voting equipment cannot accommodate all candidates.

Ballots become exhausted and stop counting if they contain no continuing candidates, an overvote at the highest ranking, or two or more consecutive skipped rankings.

Takes effect on January 1st following 12 months after the Secretary of State certifies all voting machines can support ranked-choice voting, with Governor elections requiring additional voter approval of a constitutional amendment.
