Raises the public bidding threshold to $100,000 for Rowan University, Montclair State University, Kean University, and New Jersey Institute of Technology for contracts where workers are not paid prevailing wages under the New Jersey Prevailing Wage Act

Maintains lower existing thresholds (ranging from approximately $29,100 to $33,000, subject to biennial adjustment) for university contracts where workers are paid prevailing wages

Allows school district purchasing agents with qualified purchasing agent certificates to award contracts valued between $17,500 and the applicable bidding threshold without board of education approval, and permits boards to set bid thresholds up to $25,000

Permits municipal and county contracting units to authorize qualified purchasing agents to award contracts valued between $17,500 and the applicable bidding threshold without governing body approval

Requires the Governor to continue adjusting all threshold amounts every two years (for universities) or five years (for school districts and local governments) based on the Consumer Price Index, but only in proportion to increases, not decreases
