Creates two separate license categories: "Practitioner of Mortuary and Embalming Science" (for funeral directing and embalming) and "Practitioner of Mortuary Science" (for funeral directing only, without embalming)

Reduces the minimum age requirement for licensure from 21 to 18 years old and eliminates the New Jersey residency requirement during the training period

Lowers the required number of embalming assists during training from 75 to 50 bodies for those seeking the mortuary and embalming science license

Eliminates the requirement to pass the National Board Exam administered by the International Conference of Funeral Service Examining Boards, allowing the State Board of Mortuary Science to develop or approve alternative examinations

Takes effect on the first day of the 18th month following enactment, with existing practitioners of mortuary science automatically receiving the mortuary and embalming science license upon renewal
