Reaffirms the establishment and continuation of the Rutgers Institute of Management and Labor Relations on its 75th anniversary (originally established in 1947) to promote cooperation between labor and management

Requires the Institute to continue educational programs including classes, lectures, conferences, webinars, and forums at locations throughout New Jersey, with tuition that is affordable and free when possible for state residents

Directs the Institute to conduct applied research on labor-management relations and employment-related issues to identify problems and develop educational and policy solutions

Maintains an advisory council with equal representation from labor, management, and the public to advise on carrying out the Institute's purposes

Appropriates up to $750,000 annually from the General Fund to supplement (not replace) existing state funding allocated to the Institute
