Expands the definition of "child" under the Police and Firemen's Retirement System (PFRS) and State Police Retirement System (SPRS) to include unmarried children under age 24 enrolled full-time (at least 12 credit hours per semester) in a college degree program

Removes the current requirement that a child aged 18-24 enrolled in higher education must be the survivor of a member who died in the line of duty to qualify as a "child" for survivor benefits

Allows children of any deceased member or retirant who meet the age and enrollment criteria to qualify for benefits, regardless of whether the death was service-related

Maintains existing definitions of "child" for those under 18, those 18+ enrolled in secondary school, and those of any age with qualifying intellectual or physical disabilities

Takes effect immediately upon enactment
