Requires all school districts to submit their districtwide school safety and security plans to the Commissioner of Education within six months of the act's effective date

Mandates commissioner review of each plan, including emergency notification lists, staff responsibilities, building access policies, bullying prevention policies, hazard analyses, active shooter/lockdown protocols, and crisis communication procedures

Requires the commissioner to provide written reports to each school district identifying weaknesses and recommending solutions on a rolling basis

Requires the commissioner to submit an aggregate report to the Governor and Legislature within three years summarizing review results statewide, without identifying individual districts
