Exempts New Jersey public institutions of higher education from motor vehicle registration fees for vehicles not used for pleasure or hire by amending R.S.39:3-27.

Public institutions of higher education include state colleges, county colleges, public junior colleges, Rutgers, Newark College of Engineering, and other public universities authorized by law under N.J.S.18A:62-1.

Adds higher education institutions to the existing list of exempt entities, which includes the federal government, state and local governments, school districts, volunteer fire departments, first aid squads, hospitals, and nonprofit organizations like the Red Cross, Boy Scouts, and Girl Scouts.

Takes effect immediately upon enactment.
