Allows owners of non-new, non-leased passenger automobiles to register their vehicles for a 2-year period instead of the current annual requirement, with full prepayment of registration fees required at the time of registration

Maintains the existing 48-month initial registration period for new passenger automobiles and lease-term-based registration for leased vehicles

Sets the duplicate registration certificate fee at $11 for any passenger automobile registered for more than 12 months

Directs prepaid registration fees to continue flowing to dedicated funds including the New Jersey Emergency Medical Service Helicopter Response Program Fund, Traumatic Brain Injury Fund, and State Police trooper class fund

Takes effect on July 1 following enactment, with no changes to expiration dates of registrations issued before the effective date
