Requires sellers or secured parties to deliver motor vehicle certificates of ownership to buyers via certified mail with return receipt requested after loan payoff or contract completion

Maintains existing requirement that sellers or secured parties must file notice of contract satisfaction or security interest termination with the chief administrator within 15 days

Applies to lenders, sellers, or other parties holding title to a vehicle until debt obligations are satisfied

Retains the $25 fine for violations of the delivery requirements

Takes effect on the first day of the seventh month after enactment
