Prohibits dealers from selling used motor vehicles "as is" to consumers, except for vehicles declared a total loss or issued a salvage certificate of title

Requires dealers to offer a contract cancellation option agreement allowing consumers to return used vehicles priced under $40,000 without cause within at least 2 days and 250 miles of purchase, with option fees ranging from $75-$400 depending on vehicle price

Expands mandatory warranty requirements: 90 days/3,750 miles for vehicles under 40,000 miles; 60 days/2,500 miles for 40,000-80,000 miles; 30 days/1,250 miles for 80,000-125,000 miles; implied warranties only for vehicles over 125,000 miles

Makes it unlawful to sell a used vehicle as "certified" if the dealer knows of odometer tampering, lemon law buybacks, flood/salvage titles, frame damage, or fails to provide a completed inspection report

Requires dealers to post conspicuous notices at their business locations and in contracts stating there is no cancellation period unless the consumer obtains a contract cancellation option
