Prohibits lobbyists and governmental affairs agents from giving any gifts, compensation, or things of value to legislators, legislative staff, and executive branch officers and employees (eliminating the previous $250 annual limit), with exceptions only for de minimis value items

Bans state and local government officers, employees, and elected officials from accepting free or discounted entertainment tickets from event sponsors, promoters, or venue operators unless the same offer is available to the general public or broad employee groups

Restricts public employers from providing personal-use residences, vehicle allowances, chauffeurs, toll/fare exemptions, credit cards, or tuition reimbursement (unless meeting strict conditions including 50% cap at in-state public institutions with 5-year employment commitment)

Imposes a two-year post-employment ban preventing former public officers and employees from holding interests in, working for, or representing vendors/contractors on matters they were substantially involved with during their government service, with violations punishable as disorderly persons offenses plus civil fines of $500-$10,000

Requires all state employee travel outside New Jersey or involving overnight stays to receive prior written approval from the Governor's office, and mandates local governments adopt detailed travel policies with advance governing body approval, maximum expenditure limits, and federal per diem rate caps
