Requires overnight travel on authority business to be approved in writing by commissioners at a public meeting before reimbursement, except in emergent situations

Bars commissioners, officers, and employees from accepting compensation, gifts, honoraria, or things of value from outside sources related to official duties, and imposes a two-year post-employment ban on working for authority vendors or contractors

Limits tuition reimbursement to 50% of costs at accredited public institutions in New York or New Jersey, requires courses be job-related, and mandates a five-year continued employment commitment

Violations carry penalties of $500 to $10,000 fines and potential removal from office or employment; the law takes effect only upon enactment of substantially similar legislation by New York State
