Prohibits operating vehicles loaded in a way that contents (including furniture, mattresses, or similar items) may become dislodged and fall onto roads

Requires loads extending above vehicle sides, tailgates, rear body, or placed on roof to be secured with ratchet straps, elastic cords with metal hooks, or similar devices and covered with a tarpaulin

Bans vehicles with such extended loads from roads under Department of Transportation jurisdiction with speed limits of 50 mph or faster, and from New Jersey Turnpike Authority and South Jersey Transportation Authority roads

Establishes fines of up to $750 for violations on restricted roadways, and up to $1,000 plus up to 10 days imprisonment if load contents actually fall onto these roads

Directs the Chief Administrator of the New Jersey Motor Vehicle Commission to adopt regulations for minimum safety standards for load fastening on commercial flat bed vehicles, motor-drawn vehicles, and passenger automobiles
