Mandates the New Jersey Department of Environmental Protection to conduct annual prescribed burns starting within one year of enactment, beginning at 25,000 acres in the pinelands area plus 10,000 acres statewide.

Requires prescribed burn acreage to increase annually over six years, reaching 50,000 acres in the pinelands area and 20,000 additional acres statewide by year six and beyond.

Restricts all prescribed burns to occur between November and March, prior to New Jersey's wildfire season in April and May.

Permits prescribed burns to be conducted by the state, federal government, or private landowners/lessees operating under the existing Prescribed Burn Act.

Directs multiple state agencies including the Department of Agriculture, Highlands Council, Pinelands Commission, and State Planning Commission to incorporate prescribed burn requirements into all environmental and land management plans.
