Establishes the New Jersey Fostering Success Voucher Program to provide rental assistance vouchers and case management services to young adults aged 18-25 who were previously in foster care or kinship care.

Eligibility requires applicants to be homeless or at imminent risk of homelessness, reside in New Jersey, have income below moderate-income household thresholds, and agree to participate in case management services.

Prior adjudications in the justice system cannot disqualify applicants from receiving rental assistance vouchers.

Appropriates $10 million from the General Fund to the Department of Community Affairs to implement the program.

Requires the Commissioner of Community Affairs to adopt implementing rules and regulations within seven months of enactment, in consultation with the Department of Children and Families.
