Expands New Jersey's early intervention services program from covering children birth to age two to covering children birth to age five

Requires the Department of Health, in conjunction with the Departments of Education and Human Services, to provide services for children with physical, cognitive, communication, social, emotional, and adaptive developmental delays or disabilities

Aligns the program with Part C of the federal Individuals with Disabilities Education Act (IDEA), which permits states to extend services beyond age 3 for children previously eligible under Part C

Directs the Department of Health to apply for State plan amendments or federal waivers necessary to secure federal financial participation for the expanded program
