Creates the Enhanced Transit Village Program to incentivize mixed-use, transit-oriented development near public transportation hubs, administered by the Office of Planning Advocacy with support from the Department of Transportation.

Requires minimum residential densities of 50 units per acre within one-quarter mile of transit stations and 25 units per acre beyond that distance to the enhanced transit village boundary.

Mandates 30% affordable housing in new residential construction within enhanced transit villages, split equally among low-income, moderate-income, and middle-income units (10% each).

Appropriates $25 million from the General Fund for planning and transportation infrastructure implementation, including grants for pedestrian, bicycle, and Complete Streets improvements.

Requires participating municipalities to adopt transit-oriented zoning with smart growth standards including energy efficiency requirements, accessible pedestrian pathways, and limits age-restricted housing to 25% of new units.
