Creates new vehicle registration categories for "street rods" (vehicles manufactured before 1948 or built to resemble pre-1949 vehicles and altered from original design) and "custom motor vehicles" (vehicles at least 25 years old from model years after 1948 that have been modified from original design)

Requires owners to certify in writing that registered vehicles will not be used for general transportation, but permits use for occasional transportation, exhibitions, club activities, parades, and tours

Establishes special license plates for street rods and custom vehicles with a $50 initial fee plus $10 annual renewal fee, with designs to be developed in consultation with the National Street Rod Association

Exempts street rods and custom motor vehicles from regular state vehicle inspections and from requirements to add equipment not mandated for the vehicle's stated model year

Permits street rods and custom vehicles to use "blue dot tail lights" (red lamps with blue or purple inserts up to one inch in diameter) as rear reflectors, turn signals, or stop lamps
