Requires the Department of Environmental Protection to recognize fishing, hunting, and trapping as primary uses of State parks and forests, and to administer these lands in a manner that supports and enhances these recreational opportunities

Mandates DEP inventory all acreage available for fishing, hunting, and trapping at enactment, and prohibits any land management decisions resulting in net loss of such acreage

Requires all State park and forest land to be accessible for fishing, hunting, and trapping, except for reasons of public safety, homeland security, or environmental/wildlife management

Allows acreage reductions in wildlife management areas and refuges only for environmental/biological protection reasons or land exchanges of equal or greater value

Requires the Commissioner of Environmental Protection to submit annual reports to the Legislature by March 1st detailing acreage available, closures, replacement lands opened, and reasons for any restrictions on new acquisitions
