Removes the Commissioner of Education's authority to reject school district budget proposals based on inadequate implementation of thoroughness and efficiency standards

Prohibits the commissioner from rejecting a budget proposal solely because the general fund tax levy or total general fund budget is lower than the prior year's amount

Retains the commissioner's authority to take corrective action when districts fail to achieve core curriculum content standards, including restructuring curriculum, staff retraining, budget evaluation, and redirecting expenditures

Applies to the first full school year following enactment

Amends P.L.1996, c.138 (C.18A:7F-6) governing school district budget approval procedures
