Requires landlords to provide tenants with eviction prevention information and resources, in addition to the existing Truth-in-Renting Act statement, at move-in and at each lease renewal.

Expands landlord requirements to include non-owner-occupied rental properties with one or two units, which were previously exempt from the Truth-in-Renting Act.

Mandates the Department of Community Affairs produce eviction avoidance materials listing the NJ Eviction Guide, Office of Eviction Prevention contact information, Eviction Prevention Program details, and local court diversion program information.

Increases penalties for landlord violations from $100 to $1,000 per offense and allows tenants to recover attorney's fees, court costs, and expert witness expenses.

Requires tenants to sign an acknowledgement of receipt for the statement and eviction avoidance information, which landlords must maintain as proof of compliance.
