Requires Type II school districts that hold their annual elections in November to submit their base budget to voters for approval, restoring the same voting rights that districts with April elections currently have

School districts with November elections must submit a temporary budget to the commissioner by March 20, with the tax levy certified to the county board of taxation by May 19

If voters approve the budget at the November election, the temporary budget becomes final; if voters reject it, the budget goes to municipal governing bodies to determine appropriate spending amounts

When a budget is reduced following voter rejection or if voters reject separate proposals to exceed the tax levy cap, the board secretary must re-certify the revised tax amounts to the county board of taxation

Eliminates the current exemption that allowed November-election districts to bypass voter approval for base budgets, requiring only approval for amounts exceeding the tax levy cap
