Requires a $20 application fee for vertical motorcycle plates, in addition to standard motorcycle registration fees

Mandates that vertical plates may only be displayed vertically and horizontal plates may only be displayed horizontally on motorcycles

Requires the Chief Administrator to annually certify the average cost per set of vertical plates and publicize their availability on the commission's website

Takes effect on the first day of the 12th month following enactment, with the Chief Administrator permitted to take preparatory actions beforehand
