Authorizes the New Jersey Motor Vehicle Commission to issue special "Second Amendment" license plates featuring a militiaman image and the words "Protect the Second Amendment," with design selected in consultation with the Fish and Game Council

Requires a $50 initial application fee plus $10 annual renewal fee, in addition to standard registration fees, with proceeds deposited into a "Second Amendment License Plate Fund"

Fund proceeds will be appropriated annually to the Fish and Game Council to support State-owned gun ranges

Prohibits use of public funds for initial program costs; requires a designated entity to contribute up to $25,000 in non-public money and submit at least 500 completed applications before the commission begins producing plates

Bill expires if the required applications and funding are not received within 12 months of enactment
