Exempts compostable carryout bags, trash bags, and rigid containers from New Jersey's existing ban on single-use plastic carryout products, provided they meet certification requirements.

Requires compostable products to be made entirely from organic materials or certified as compostable by recognized third-party organizations such as the Biodegradable Products Institute, ASTM D6400/D6868, or the Technical Inspection Association.

Expands the definition of "manufacturer" to include producers of certified compostable containers, bags, and trash bags sold in the state.

Amends the 2021 single-use plastic ban law (P.L.2021, c.391) to exclude certified compostable materials from the definition of "plastic."

Takes effect immediately upon enactment if passed in the 2026 legislative session.
