Authorizes the NJ Motor Vehicle Commission to issue specialty license plates featuring the New Jersey Maritime Museum, with design and color scheme selected in consultation with the museum

Requires a $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into the "New Jersey Maritime Museum License Plate Fund" to support and maintain the museum

Prohibits use of state or public funds for initial program costs; the museum must contribute up to $25,000 in non-public monies and provide at least 500 completed applications before plates are produced

Chief administrator may discontinue the program if the average cost per plate exceeds $50 for two consecutive fiscal years

Bill remains inoperative until the first day of the 13th month after funding and application requirements are met, and expires if requirements are not satisfied within 12 months of enactment
