Directs the New Jersey Department of Community Affairs to create and maintain a publicly accessible online database of all affordable housing declaratory judgment actions completed since January 1, 2015.

Requires the database to include each municipality's fair share housing obligation numbers, broken down by rehabilitation share, gap-present need share, prospective need share, and unfulfilled prior-round obligations.

Mandates tracking of rental-to-ownership unit ratios and affordable-to-market-rate unit ratios for both existing housing and developments planned under settlement agreements.

Requires disclosure of all payments made by municipalities to other parties in declaratory judgment actions, including payments to the Fair Share Housing Center for settlement-related expenses.

Compels Mount Laurel-designated judges, municipalities, and other parties to provide necessary information to the department upon request.
