Municipal governing bodies, county commissioner boards, and boards of education may pass resolutions allowing members serving on active military duty or fulfilling reserve obligations to participate remotely in meetings

Members participating remotely while on active duty or reserve status count toward establishing a quorum for their respective governmental body meetings

Members of state-level boards, commissions, committees, and task forces serving on active duty or reserve status may also participate remotely in meetings and be counted for quorum purposes

The Division of Local Government Services (for municipal and county bodies) and the Office of School Ethics and Compliance (for school boards) may develop guidelines and provide advice on implementing remote participation

"Active duty" is defined as full-time duty in the uniformed services, including National Guard and Reserve members on active duty orders under 10 U.S.C. chapters 1209 or 1211, or fulfilling reserve obligations
