Establishes the High Efficiency Accelerated Learning Grant Program through the Department of Education to provide high-impact tutoring opportunities to students statewide through partnerships between local education providers and qualified tutoring organizations

Requires the Department of Education to publish a list of approved tutoring providers within 90 days, establishing performance standards and a rubric to evaluate tutoring programs' qualifications in mathematics and English language arts instruction

Grants are awarded competitively based on alignment with high-impact tutoring elements, number of students served, demonstrated need, and implementation costs, with preference given to programs occurring during school hours or demonstrating long-term sustainability

Creates a non-lapsing High Efficiency Accelerated Learning Grant Fund that provides 100% matching of per-student tutoring costs proposed by local education providers, funded through legislative appropriations, federal grants, and private donations

Mandates annual program evaluations by participating providers and requires the Department to submit reports to the Governor and Legislature after the third and fifth years summarizing statewide results, best practices, and policy recommendations
