Establishes a 15-member Legislative Enactment Oversight Committee within the Department of State to monitor whether enacted laws and joint resolutions are implemented effectively, efficiently, and on time by responsible government entities

Committee will track implementation of all laws enacted after the bill's effective date plus those enacted within the preceding five years, assessing delays, evaluating resource adequacy, and collecting impact data

Members appointed by the Governor based on recommendations from legislative leaders, with required expertise in specific areas including elections, housing, labor, education, agriculture, human services, environment, and transportation

Chair receives up to $120,000 annual salary and other members up to $90,000; all serve five-year terms as full-time positions in the State's unclassified service without retirement or health benefits eligibility

Committee must submit reports to the Governor and Legislature at least twice per year and assign staff to respond to legislators' inquiries about implementation status of specific laws
