Requires the New Jersey Motor Vehicle Commission to provide all vehicle and licensing services (driver's licenses, permits, registrations, titles, ID cards, license plates, address changes) at every agency location, with in-person service available at each site

Mandates that walk-in customers be served without requiring appointments, with all walk-ins accommodated when possible, including during no-show appointment slots or when not at full capacity

Requires camera and license printers at every location for emergency services, including reprinting temporary licenses that expire before permanent licenses arrive by mail

Establishes a permanent online scheduling system for commercial driver's license holders to book written, skills, and endorsement tests at any commission agency location

Directs the commission to expand regional service center capabilities at agencies with adequate space and staff, and to create informational pamphlets about services available both online and in paper form at each location
