Creates a rebuttable presumption of pretrial detention for defendants charged with first or second degree reckless vehicular homicide while intoxicated or third degree strict liability vehicular homicide while intoxicated in New Jersey

Requires Pretrial Services to recommend no release for defendants charged with knowingly leaving the scene of an accident resulting in death (hit-and-run fatalities) or leaving the scene of a fatal boating accident

Mandates driver's license suspension for persons convicted of strict liability vehicular homicide, with suspension periods between five years and life beginning after any prison sentence is completed

Requires vehicle forfeiture for convictions under certain vehicular homicide provisions unless the defendant proves by preponderance of evidence that forfeiture would cause serious hardship to their family outweighing deterrence needs

Allows courts to order pretrial license suspension or revocation as a condition of release when a defendant overcomes the presumption of detention for qualifying vehicular homicide charges
