Creates a temporary grant program to provide funding to small businesses (fewer than 50 employees), nonprofits, and temporary staffing firms to offset employee transportation costs until the permanent shuttle program becomes operational

Appropriates $10 million in federal funds from the Coronavirus State Fiscal Recovery Fund (American Rescue Plan Act) to support the temporary program, with funds transitioning to the permanent program once established

Mandates annual appropriations of $10 million to support the permanent grant program after establishment and requires the department to report to the Governor and Legislature on program outcomes
