Requires the Division of Local Government Services to notify non-participating districts proposed for inclusion in a regionalization study, giving them an opportunity to comment before grant approval

Modifies State aid reduction timelines for districts participating in regionalization studies, extending the phase-in schedule through the 2028-2029 school year, with districts losing eligibility if they fail to adopt a resolution for voter approval within specified timeframes

Removes the right of applicants to contest denied grant applications through an administrative law hearing, and requires quarterly legislative reports on grant applicants instead of individual notifications
