Department of Education must establish and maintain a database of novice teachers within 180 days, accessible only to school districts and novice teachers (not the general public) to help fill staffing vacancies

Database must include each novice teacher's contact information, employment status, and certification/endorsement details, with teachers able to opt out or limit their contact information at any time

Department must host three job fairs annually—one each in northern, central, and southern New Jersey—to connect school districts with potential teaching candidates

Job fairs are open to novice teachers, educator preparation program enrollees, and any appropriately certified individuals; school districts must be invited and notified novice teachers in the database

Department may charge employer participants a nominal fee to attend job fairs, with funds limited to covering venue, hospitality, and administrative costs
