New Jersey Secretary of State would establish a pilot project allowing military service members on active duty overseas, and their eligible spouses and dependents, to vote via the Internet in primary and general elections

The Internet voting system must ensure voter authentication, ballot security, voter privacy, third-party audit capability, and compatibility with existing overseas voting systems

Secretary of State must consult with county clerks, superintendents of elections, and county boards of election during development and implementation

A written report with recommendations must be submitted to the Governor and Legislature within 120 days after the general election, advising whether to abandon, expand, or permanently adopt Internet voting for overseas military voters

Funding appropriated from the General Fund as determined necessary by the Director of the Office of Management and Budget; the act expires upon submission of the final report
