Establishes a safe haven program at fire stations throughout New Jersey where victims of sex trafficking and domestic violence can seek help and receive referrals to emergency shelters, legal assistance, victim advocacy services, and community resources.

Requires the Attorney General, in consultation with the Department of Children and Families, Commission on Human Trafficking, and Advisory Council on Domestic Violence, to develop and implement the program.

Mandates specific training and educational requirements for firefighters on emergency housing, victim advocacy, law enforcement's role, legal assistance, and available community resources.

Includes anti-discrimination requirements ensuring victims can access program services regardless of citizenship status.

Appropriates $1,000,000 from the General Fund to the Human Trafficking Survivor's Assistance Fund to establish and implement the program.
