Requires public entities, including NJ Transit, to purchase at least 25% electric motorbuses for regular route service beginning July 1, 2030, increasing to 100% electric motorbus purchases beginning July 1, 2035

Mandates public entities begin preparing for the transition immediately after the bill takes effect, including training bus drivers and maintenance personnel, retrofitting garages, and identifying performance specifications for electric motorbuses

Requires NJ Transit and county transportation services to submit a report to the Governor and Legislature by March 1, 2025, detailing their transition progress, staff training status, implementation schedules, and projected costs

Appropriates $82 million annually from societal benefits charges and Transportation and Climate Initiative Program carbon allowance revenues to fund the electric motorbus transition through fiscal year 2035

Replaces existing requirements for NJ Transit to purchase lower-emission diesel alternatives with the new electric motorbus mandate starting in fiscal year 2031
