Permits holders of seasonal retail consumption alcoholic beverage licenses (valid May 1-November 14 or November 15-April 30) to convert their licenses to full-year plenary retail consumption licenses

Establishes a 24-month window from the bill's effective date for license holders to surrender their seasonal license to the issuing authority for conversion

Sets the conversion fee at 43% of the average sales price of plenary retail consumption licenses sold in the municipality during the two years prior to the bill's effective date

Imposes a default fee of $350,000 in cases where fewer than three licenses were sold in the preceding five years, the municipality has fewer than five plenary retail licenses, or the sales price cannot be determined due to bulk sale transactions

Requires municipal governing body approval for the license conversion, with conversion fees paid to the municipality (or split equally if the premises spans multiple municipalities)
