Reaffirms the continuation of the Rutgers Institute of Management and Labor Relations on its 75th anniversary, originally established in 1947 to promote harmony and cooperation between management and labor.

Appropriates up to $750,000 annually from the General Fund for the Institute, with funds required to supplement rather than replace existing State funding in the university's budget.

Directs the Institute to continue offering extension programs throughout New Jersey including classes, lectures, conferences, forums, and webinars, with tuition to be affordable and free when possible for state residents.

Requires the Institute to conduct applied research on labor-management relations and employment-related issues to identify problems and develop educational and policy solutions.

Mandates continuation of an advisory council with equal representation from labor, management, and the public to advise on carrying out the Institute's purposes.
